No, that's just a shadow of a hole, perhaps for a lanyard.

Funny how things translate ... it obviously wants you to keep the sharp blade away from children, but it's warning you not to stab them! But then, there are labels now used because someone did something stupid and then tried to sue someone else. So (news flash!) you should NOT use your lawnmower to trim your hedges!

My personal favorite encounter with "Engrish" was in the aircraft industry. You probably don't know that in the 80s (maybe still) Japan made all the aircraft cabin WCs for most of the worlds aircraft. I got a handwritten note from a Japanese engineer on a drawing, "Carefull. Insuration between walls"
