Well I feel better! I didn't get it either, but maybe that's because its antenna is down. Note the wire leading from the statue to the lower right. Or maybe the gray sky is symbolic of the reception in this area...

I'll make it unanimous. The only explanation for it that I can figure is that the artist had a little chemical/ pharmacological help.
